The fountain well was constructed in 1983. The design for the above-ground structure of the fountain and the surrounding area was completed in 1985 by graduate engineer Dragiša Kotujić. The well is 78.5 meters deep. It was built according to the project by geologist Dragoljub Šarčević and documented in the “Report on Conducted Hydrogeological Research of the Zaječar Neogene Basin at the Kotlujevac Site.” Three boreholes were drilled during the research, and the work was carried out by the company Georad Zaječar. The investors were the Republican Self-Managing Community for Geological Research and the Fifth Local Community Kotlujevac.
The fountain and well were renovated in 2018 as part of the Reconstruction and Revitalization Project of Zaječar’s artesian fountains, implemented by the City of Zaječar, the company HEINEKEN Serbia, and the Association “Za Drinking Fountains”. During this process, the revitalization of the artesian well was carried out, and the damaged concrete above-ground part of the fountain was removed. A new fountain was built based on the design by architect Milena Vojvodić.
